Meanwhile, federal student-loan borrowers face a significant overhaul of repayment options due to Trump’s recent spending bill. The new law eliminates several income-driven repayment plans, replacing them with two options that could affect millions of borrowers. The revised plans will either follow a standard repayment schedule or a new Repayment Assistance Plan, which sets payments at a percentage of discretionary income. These changes will take effect by July 1, 2026, and have already restarted interest charges for borrowers under previous plans as of August 1.

Funding battles continue as Trump threatens to withhold federal grants from higher education institutions that fail to comply with his administration’s directives. This has forced some researchers, like Danielle Beckman from the University of California, Davis, to consider relocating abroad to pursue their work, citing a lack of support in the U.S.
