The Trump administration has announced its decision to boycott a significant summit on Palestinian statehood, co-sponsored by France and Saudi Arabia. This high-level conference will take place at the United Nations headquarters in New York City on October 9, 2023. Originally scheduled for June, the event was postponed due to a brief but intense conflict between Israel and Hamas.

Representatives from over 50 countries are expected to address the gathering, titled the High-level International Conference for the Peaceful Settlement of the Question of Palestine. Washington has characterized the summit as “counterproductive,” suggesting that it poses an obstacle to peace efforts in the ongoing crisis in Gaza. A diplomatic cable reportedly urged nations to refrain from attending the event.

Anne Bayefsky, president of Human Rights Voices, criticized the summit, stating, “The fact that the French and the Saudis could not be dissuaded from manufacturing this latest stumbling block to peace is a finger in the eye to President Trump.” She expressed concern that this initiative represents a push for a Palestinian state without necessary negotiations or acceptance from Israel.

The tensions surrounding the summit have escalated following French President Emmanuel Macron’s announcement of France’s formal recognition of the Palestinian state, which he plans to affirm at the upcoming UN General Assembly. In a post on social media platform X, Macron emphasized the need for international recognition of Palestine, stating, “The prospect of a Palestinian state has never been so threatened—nor so necessary.”

In response, U.S. Ambassador to Israel Mike Huckabee dismissed Macron’s declaration, highlighting the absurdity of unilateral recognition. He remarked, “If Macron can just ‘declare’ the existence of a state, perhaps the U.K. can ‘declare’ France a British colony!” Huckabee’s comments reflect a broader skepticism within the Trump administration regarding France’s approach to Palestinian statehood.

The summit also comes in the wake of recent violence in the region, particularly the events of October 7, 2023, which have intensified scrutiny on the Palestinian Authority and its relationship with Hamas. Bayefsky articulated apprehension surrounding the establishment of an armed Palestinian state, suggesting it would lead to further conflict rather than peace.

French Foreign Minister Jean-Noel Barrot emphasized the importance of outlining a political pathway to peace. He stated that without a clear framework, achieving a lasting ceasefire and the release of hostages held by Hamas would remain elusive. Barrot pointed to the destruction of Gaza and the expansion of Israeli settlements in the West Bank as critical threats to the viability of a future Palestinian state.

While Macron’s recognition of a Palestinian state has gained traction, it has not received unanimous support from key European leaders. Italian Prime Minister Giorgia Meloni expressed caution, asserting that recognizing a state that does not exist yet could present a false resolution to the conflict. Similarly, a spokesperson for the German government reaffirmed that Israel’s security remains paramount and indicated no immediate plans to recognize Palestinian statehood.

The summit’s proceedings will continue into October 10, 2023, and are expected to attract significant international attention, reflecting the complexities surrounding the Israeli-Palestinian conflict.
