UPDATE: Norristown officially welcomes its new police chief, Mike Trail, sworn in on November 5, 2025, during a packed council meeting at Municipal Hall. The ceremony marked a significant moment for the community, as Trail steps into a role that has seen three leaders in just three years.

As the former Lansdale police chief, Trail takes over from Jacqueline Bailey-Davis, who departed after less than a year, leaving a leadership void that has impacted the Norristown Police Department. Trail’s appointment comes after Deputy Chief James Angelucci served as interim chief during the search for a permanent leader.

Trail was administered the oath of office by Magisterial District Judge Edward Levine, with his wife, Grace, by his side. The judge praised Trail’s dedication, stating, “He’s a great listener, he’s a great teacher, he is patient, he is smart and he wants to do what’s best for the community.”

In his first public address as chief, Trail acknowledged the challenges ahead, stating, “I’m here to roll up my sleeves and go to work.” This commitment resonates deeply with the community, as they seek stability and a collaborative approach to policing.

The Norristown Police Department manages a substantial operational budget of $16.3 million, overseeing approximately 60 officers and additional professional staff. The municipality is home to around 36,075 residents, according to the latest U.S. Census Bureau figures.

Trail’s rise to chief is notable; he was one of three finalists for the role, appointed officially in September following a rigorous selection process. He began his “soft start” in the municipality on October 6, and expressed gratitude for the warm welcome he received. “I came here as a stranger. I’ve been here a month and I’ve received nothing but a warm embrace from everybody,” he said.

With a career spanning decades, Trail began in law enforcement in Bucks County, Pennsylvania, and has experience in various roles, including as a patrol officer in Baltimore. His tenure as chief in Lansdale, which lasted for eight years, has prepared him for the challenges in Norristown, particularly emphasizing the need for community policing.

As the community watches closely, Trail’s leadership will be pivotal in shaping the future of public safety in Norristown. His commitment to collaboration and transparency will be critical as he aims to foster strong relationships between the police force and the residents they serve.

Residents and officials alike are hopeful that Trail’s experience and dedication will lead to positive developments within the department and the community at large. The coming weeks will be crucial as he begins to implement his vision for a safer Norristown.

Stay tuned for more updates as Chief Mike Trail embarks on this important journey for Norristown’s law enforcement.
