Marshall Appoints New Interim Public Works Director, Communications Lead

BREAKING NEWS: The city of Marshall, Texas, has just appointed Deck Shaver as the new interim director of public works following the resignation of Eric Powell. This urgent transition comes as Powell takes on a new role as county engineer for Harrison County‘s road and bridge department after serving six years in his previous position.
At a recent city council meeting, City Manager Melissa Vossmer expressed her enthusiasm for Shaver’s appointment, emphasizing the advantage of promoting from within. “I am really pleased about this appointment and that we have an opportunity with an in-house person,” Vossmer stated. Shaver, who has been with the city as the assistant director of operations and capital assets, holds both a bachelor’s and a master’s degree in engineering technology from West Texas A&M University.
Vossmer highlighted Shaver’s extensive experience in municipal administration, noting, “He has been a public works director, a utilities director, and a city manager. So, I get three for one with him, which I’m really liking.” This new interim role will see Shaver collaborating closely with Vossmer on budgetary needs for the upcoming fiscal year, a critical task as the city prepares for essential services and infrastructure projects.
Shaver expressed his eagerness for the role, stating, “I look forward to the opportunity.” Meanwhile, the city officials took a moment to thank Eric Powell for his dedicated service, with Assistant City Manager Alex Agnor praising his contributions over the last six years. “It’s been a pleasure,” Agnor noted, while Mayor Amy Ware added, “We appreciate your work. We wish you the best in your future endeavors.”
In addition to the public works appointment, Vossmer announced a new contractual engagement with Cheryl Carpenter, who will serve as the director of communications and community engagement for the city. This position became available after the retirement of Anna Lane, who was instrumental in community and neighborhood services.
“I was so pleased to see Cheryl was interested in working with us. She has a tremendous background,” Vossmer remarked. Carpenter brings decades of experience in media relations and municipal work, having previously worked for a newspaper and a radio station. Her accolades include receiving a community policing grant and winning a Best of Texas Award for innovative social media use.
Carpenter, who has been active in the community since 2018, currently chairs Keep Marshall Beautiful and has been a member of the Marshall Main Street Advisory Board since 2020. “I really like that aspect of her commitment to the community, and she came back because she wanted to,” Vossmer said, emphasizing Carpenter’s dedication to the city.
“I look forward to working with you,” Carpenter stated, highlighting her enthusiasm for her new role. Mayor Ware also expressed excitement about the new appointments, thanking Vossmer for introducing the new staff members. “We’re very excited to have y’all on board and helping us to help our citizens,” Ware concluded.
