The University of Wisconsin–Madison is taking proactive steps in anticipation of a potential federal government shutdown, which could commence at 12:01 a.m. on October 1, 2025. If Congress fails to reach an agreement on funding, all “non-essential” federal government operations will cease, impacting various sectors, including research and federal grants.

In preparation, campus leadership has coordinated efforts involving departments such as University Relations, Research and Sponsored Programs (RSP), and the Offices of the Vice Chancellor for Finance and Administration and Legal Affairs. These teams have been working on contingency plans for several weeks, focusing on ensuring minimal disruption on campus and providing timely information to those impacted.

Impact on Research and Funding

A federal government shutdown may significantly affect university research operations, with the extent of the impact largely depending on the duration of the shutdown and subsequent guidance from federal agencies. Faculty and investigators engaged in federally funded projects can generally continue their research unless a specific stop-work order is issued by the granting agency.

During a shutdown, federal agencies will be unable to issue new grants or contracts or renew existing projects, which could stall ongoing research initiatives. Additionally, most government employees will be unavailable to respond to inquiries or provide assistance, leading to challenges for researchers and administrators alike.

Student and Visa Holder Implications

While student aid has mostly been disbursed prior to the potential shutdown, immediate impacts on financial aid are not anticipated. However, students, staff, and faculty seeking changes in visa status might face delays during this period.
