Two Men Hit with Criminal Behaviour Orders for Antisocial Acts

UPDATE: Two men have been issued Criminal Behaviour Orders following a series of antisocial incidents in Barnstaple and Ilfracombe. Vincent Raynor and Karl Perring faced the Barnstaple Magistrates’ Court on October 20, 2025, and the verdict highlights a firm stand against public disorder in the area.
Raynor, who has no fixed address, was convicted for violating a Public Spaces Protection Order (PSPO) and breaching a Community Protection Notice (CPN). The court revealed that on May 1, 2025, he was caught consuming alcohol in Runnymede Gardens, Ilfracombe, before urinating in a nearby stream. Following this incident, a CPN was issued. On June 18, Raynor defied a dispersal notice for further drinking in the gardens. He received a one-year Criminal Behaviour Order and was fined £150—which includes a £100 fine and £50 in costs.
Perring, a resident of St George’s Road in Barnstaple, also faced legal repercussions. He admitted to multiple breaches of a CPN issued in February 2025. Street marshals recorded an alarming 39 incidents of Perring drinking alcohol within the PSPO area. Notably, on September 19, he was reported for urinating in public at Paternoster Row, prompting the court’s action. Perring received a one-year Criminal Behaviour Order and was ordered to pay £50 in costs.
In response to these convictions, Councillor David Clayton, leader of North Devon Council, stated,
“These prosecutions, which include the issuing of two Criminal Behaviour Orders, should make it clear that we will take robust action against those who continually behave in an antisocial manner and disregard the rules we have in place to ensure North Devon is a place everyone can enjoy safely.”
The council emphasizes that while antisocial behavior is perpetrated by a minority, its impact on community life is significant. Authorities are committed to collaborating with Devon and Cornwall Police and other agencies to ensure that local town centers are safe for everyone.
