BREAKING: Vacaville City Councilmember and Solano County Sheriff’s Office Sergeant Roy Stockton has settled a lawsuit with Nakia Porter, following her claims of police brutality that recently led to a staggering $17 million settlement with the Solano County Sheriff’s Office. Court records reveal that Stockton was named as a defendant in Porter’s lawsuit, which accused deputies under his supervision of “assaulting and arresting Ms. Porter, and then brutally beating her unconscious” in front of her elderly father and three young children. The allegations are supported by disturbing body camera footage that captured the incident. Following the alleged assault, deputies reportedly searched the vehicle where Porter’s family remained, further escalating the traumatic situation.

In a bid to expedite the legal proceedings, Porter settled with Stockton separately on May 14, 2025. Her attorney, Yasin Almadani, indicated that this decision was made to avoid delays caused by Stockton’s potential involvement in the ongoing case against the remaining defendants. Almadani has refrained from providing further comments, but the public complaint details serious accusations against Stockton.

“I was originally named in the lawsuit because of my professional role as a sergeant at the Solano County Sheriff’s Office,” Stockton stated. “Once the facts were reviewed, I was dismissed from the lawsuit and the plaintiffs agreed to drop all claims and allegations against me five months ago in May 2025.” Despite this assertion, court filings confirm that Stockton and Porter did indeed settle their case.

The lawsuit brought to light shocking claims regarding the conduct of Stockton and his colleagues. It describes how Porter was handcuffed and dragged unconscious into a law enforcement vehicle, with her children, aged six and under, held for nearly an hour during the deputies’ search of the vehicle. The complaint further alleges that body cameras were turned off during key moments of the incident, a serious violation of the Solano County Sheriff’s Office policies.

Porter’s complaint alleges that Stockton approved falsified evidence intended to falsely prosecute her. It also highlights a disturbing culture of racism and extremism within the Sheriff’s Office, asserting that Stockton and others engaged in online posts supporting extremist ideologies, particularly in reaction to the election of President Obama and during the January 6, 2021, Capitol riot.

The complaint indicates that Stockton’s actions were part of a larger pattern of behavior within the department, where officers faced no consequences despite evidence of misconduct. Both deputy sheriffs involved in the incident were promoted after the event, while Stockton remained in his position.

The Solano County Sheriff’s Office has faced scrutiny over its handling of these allegations. Former Sheriff Tom Ferrara reportedly allowed the extremist online posts after an internal investigation, stating that their conduct was acceptable. This decision has raised serious questions about the department’s commitment to addressing racism and discrimination within its ranks.

In a statement regarding the recent settlement, Solano County’s Public Information Officer Matthew Davis emphasized that the county intends to move forward, acknowledging that all claims related to the incident are disputed. “The County made the decision to settle after careful evaluation of the risks, costs, and time associated with protracted litigation,” Davis stated.
