FTC Launches Investigation into Chatbot Safety for Youth

The United States Federal Trade Commission (FTC) has initiated a significant investigation into the practices of seven prominent companies regarding the potential negative impacts of their chatbot technologies on children and teenagers. The companies involved in the inquiry include major players such as Meta Platforms, Google, OpenAI, and Snap, among others.
The FTC’s investigation follows reports from The Wall Street Journal, which suggested that the agency was preparing to scrutinize how these companies ensure the safety of their chatbot products. Orders have been issued to Google‘s parent company, Alphabet, as well as Character AI, Instagram, Meta Platforms, OpenAI, Snap, and xAI, the artificial intelligence company founded by Elon Musk. Each of these firms is required to provide detailed information about their chatbot offerings and the safety measures they have implemented.
Objectives of the Investigation
The FTC aims to thoroughly examine how these companies monetize user engagement, manage user data, and develop their chatbot characters. Key areas of focus will include the testing and mitigation of harmful effects, how they inform users and parents about potential risks, and their compliance with the Children’s Online Privacy Protection Act (COPPA).
Commissioner Melissa Holyoak explained the rationale behind this investigation. She expressed concern over reports indicating that AI chatbots might engage in troubling interactions with young users. Holyoak noted that there have been suggestions that companies providing generative AI companion chatbots were alerted by their employees about insufficient protective measures for younger audiences.
The FTC is conducting this investigation under its 6(b) authority, which allows the agency to carry out extensive studies without a specific law enforcement purpose. This broad mandate enables the FTC to assess potential risks associated with emerging technologies, particularly those that could affect vulnerable populations.
