Vacaville Man Faces 12 Felony Charges for Child Porn Distribution
UPDATE: A 58-year-old man from Vacaville is facing serious legal consequences after being charged with 12 felony counts related to the possession and distribution of child sexual abuse material. In a critical court appearance this morning, Judge John B. Ellis ordered Richard Wayne Westbrook to return for a rescheduled preliminary hearing on October 6, 2023, at 8:30 a.m. in the Solano County Superior Court located in Vallejo.
Westbrook, who appeared in court shackled and wearing a striped jail jumpsuit, is currently being held in Solano County Jail on a hefty $500,000 bail. The Solano County District Attorney’s Office filed the charges shortly after his arrest on June 5, 2023, following a monthslong investigation initiated by a tip from the National Center for Missing and Exploited Children.
Authorities report that Westbrook is charged with 11 felony counts of sending or selling materials depicting sexual conduct by a minor and one felony count of possessing such materials. Investigators uncovered a disturbing array of evidence, including more than 600 obscene images of minors engaged in sexual acts.
The investigation, described by police as a “soul-crushing” endeavor, began in December 2022 after identifying files of suspected child pornography being transmitted online. Detectives traced the illicit activity to multiple internet accounts linked to an address on Rialto Drive in Vacaville. A search warrant executed in March led to the seizure of electronic devices for forensic analysis, revealing further evidence against Westbrook.
Detective Barry Shapiro from the Solano County DA’s Office emphasized the gravity of these crimes, stating, “Underlying every sexually explicit image or video of a child is abuse, rape, molestation, and exploitation.” The police highlighted the intense emotional toll these investigations take, particularly on the officers involved.
This case is part of a broader effort by the Internet Crimes Against Children Task Force, which collaborates with various law enforcement agencies to combat child exploitation. If convicted, Westbrook faces decades in prison and mandatory registration as a sex offender.
